2001-06-20 Decision on motion to extend time to file and /or serve the leave application, Bi, The applicant, Mr. Gaétan Plante, is self-represented. He faces criminal charges for an alleged hostage-taking in a correctional institution. The Quebec Court of Appeal refused to order a stay of proceedings with respect to the prosecution of those charges and the applicant now seeks leave to appeal that decision to this Court. In order to do so, he requires an extension of time within which to file his leave application, and an order granting leave to file the memorandum of argument now submitted which, contrary to our Rules, exceeds 20 pages. The respondent does not oppose the extension of time but objects to the overlong memorandum of argument. Having regard to the need to proceed expeditiously to deal with the substance of this case, and the fact the applicant is self-represented and might have difficulty in knowing what to cut and what to retain in his written submission, the applicant is therefore granted leave to file his leave application on today's date in its present form.
