Following a motion brought by the respondent Attorney General of Canada, the Federal Court declared applicant John Turmel to be a vexatious litigant. The application judge prohibited Mr. Turmel from instituting new proceedings, or continuing previously instituted proceedings, except with leave, and imposed additional measures to regulate his conduct before the Federal Court. The Federal Court of Appeal dismissed Mr. Turmel’s appeal.
