The applicant, Andrée Perreault, brought two legal proceedings against the respondents, Geneviève and Stéphane Brassard, her former lessors, and the attorneys general of Canada and Quebec. In the course of those proceedings, Ms. Perreault sought an order from the Superior Court compelling counsel to represent her in her two files. Edwards J. dismissed that application, being of the opinion that Ms. Perreault had not satisfied the criteria for the making of such an order.
Ms. Perreault also applied to the Superior Court for judicial review of a decision by the Administrative Housing Tribunal (AHT) allowing an action in damages brought by the respondents Mr. and Ms. Brassard for non payment and loss of rent following Ms. Perreault’s abandonment of her dwelling. The AHT had also ordered Ms. Perrault to reimburse the costs of the work required in the dwelling. Dufour J. dismissed the application, finding that Ms. Perreault was attempting to obtain a second hearing by submitting the same arguments that had been rejected by the AHT.
The Quebec Court of Appeal dismissed Ms. Perreault’s applications to appeal out of time from the Superior Court’s decisions, and it declared Ms. Perreault a quarrelsome litigant.
