The applicant began civil litigation proceedings against several parties related to his involvement in a medical clerkship. His claims alleged discrimination, harassment and defamation seeking damages of over $3 million. The Superior Court declared the applicant to be quarrelsome and summarily dismissed his proceedings on the basis that they were abusive. A single judge of the Court of Appeal dismissed an application for permission to appeal from the first-instance judge’s decision to dismiss the proceedings. A panel of the Court of Appeal dismissed the applicant’s appeal from the declaration of quarrelsomeness.
