In 2013, the City of Toronto passed a comprehensive zoning bylaw to amalgamate the zoning bylaws of the six former cities and boroughs that amalgamated in 1998. As a result of the new zoning bylaw, Mr. Wu says that the zoning of the strip mall owned by his corporation has been detrimentally affected. Mr. Wu sued the City of Toronto. The City of Toronto’s motion for summary judgment was granted, and Mr. Wu’s action was dismissed. The appeal was dismissed.
