In 1999, Ms. Randhawa, who had been in a relationship with Mr. Singh, was fatally shot and her body was left in an alley. In 2011, Mr. Singh was arrested in the United States and returned to Canada. He was charged with first degree murder and pleaded guilty to second degree murder. The Court of Appeal dismissed an application to withdraw the guilty plea and an appeal.
