Although the applicants Reply does not conform in part with the rules by adding to the record material that is not filed in response to the respondent's application, but is only meant to supplement the record, in view of the fact that the applicant is unrepresented and that further expense and delay should be avoided in this matter, I would deny the motion to strike the affidavit of Rexanna Keats sworn Dec. 4, 2001 and all exhibits there to, but grant the motion to accept the Sur-Reply of the respondent as served and filed. The request of the applicant to file a further Reply to the Sur-Reply is denied.
