On February 3, 2001, police officer Danny Belleau pleaded guilty to six of eight charges against him, including assault and death threats against his spouse, carelessness in relation to three firearms and breach of a judicial undertaking not to approach his former spouse. The police force of which he had been a member until then dismissed him. He then filed a grievance. The arbitrator concluded that the officers’s family troubles, psychological problems and alcohol abuse had led him to commit these indictable offences and that they were “specific circumstances” that allowed for a sanction other than dismissal under the second paragraph of s. 119 of the Police Act.
