The Applicant was found not criminally responsible on account of mental disorder on February 5, 2002 following a trial in the Court of Queen's Bench on charges of unlawfully producing and unlawfully possessing for the purpose of trafficking, a controlled substance, cannabis resin and marihuana respectively, dated October 23, 1998, and unlawfully possessing a controlled substance, cocaine, for the purpose of trafficking, and possession of a prohibited weapon (bear spray) dated November 1, 2001.
