Mr. Hu Fang seeks leave to appeal his convictions under the municipal by-laws of the City of Repentigny for leaving his land, buildings, yard and appurtenances in a state of uncleanliness or dilapidation. The Superior Court dismissed Mr. Fang’s appeal, and the Court of Appeal refused leave to appeal, noting that leave is only granted on a “question of law alone”, which was not established in this application.
