The applicant is subject to court access restrictions under the vexatious proceedings provisions of the Judicature Act, R.S.A. 2000, c. J-2. His action against the respondent was subject to case management. In ordering the action be set down for trial, the case management judge also ordered the applicant to pay into court the full amount of all costs orders made against him prior to trial. The applicant sought leave to bring an application for waiver of costs prior to trial. Leave to bring the application was denied.
