Claudiu Popa is a member of the Barreau du Québec and a lecturer with the faculty of law of Université de Sherbrooke. The impugned decision was rendered by the Administrative Labour Tribunal and dismissed Mr. Popa’s complaint against the union for failure to represent.

The Superior Court dismissed Mr. Popa’s application for judicial review of the Tribunal’s decision and allowed in part the university’s application for Mr. Popa to be declared a quarrelsome litigant.

The Court of Appeal dismissed Mr. Popa’s application for leave to appeal; the appeal had no reasonable chance of success.
