Section 1: Institutional GBA Plus governance and capacity

Governance

The Office of the Registrar of the Supreme Court of Canada (ORSCC) identified and appointed a departmental GBA Plus Champion during fiscal year 2024–25.

Capacity

Over 2023–24 fiscal year, a departmental GBA Plus draft plan and policy for the ORSCC was developed and is currently under review by management. In 2024–25, a GBA Plus draft tool was developed to complement it, and is also under management review.

During the same year, members of the Employment Equity and Diversity Advisory Committee (EEDAC) began GBA Plus training. All employees were invited to attend GBA Plus related initiatives which included a two-hour disability and accessibility awareness workshop, as well as an EEDAC led, Indigenous cultural awareness event.

Human resources (full-time equivalents) dedicated to GBA Plus

As a small department, the ORSCC dedicates 0.25 FTEs in total to GBA Plus, across three people: A Human Resources (HR) Advisor and a Human Resources manager, as well as a GBA Plus Champion. The ORSCC is currently in the process of proposing the need for and seeking suitable Focal Point resources from our various programs (including Court Administration, Administration of the Judges Act for the Judges of the Supreme Court of Canada and Internal Services – i.e. outside HR).

Section 2: Gender and diversity impacts, by program

Core responsibility: The administration of Canada’s final court of appeal

Program goals:

As it relates to the ORSCC’s Core Responsibility, which is “The administration of Canada’s final court of appeal” and the three following programs: “Administration of the Judges’ Act for the Judges of the Supreme Court of Canada”, “Court Administration” & “Internal Services”, the management team are in the process of reviewing and approving the first ORSCC GBA Plus Plan and Policy. As such, there has not been any collection of GBA Plus data to-date. However, a GBA Plus tool was drafted, and is under management approval. It consists of features that will help inform future measuring and reporting of the program’s impacts by gender and diversity.
